EU regulatory

The ECHA’s Member State Committee agreed with the identification of cyclosiloxanes (D4, D5, D6) as substances of very high concern (SVHC). Restriction in rinse-off cosmetics comprising D4 and D5 (in conc. > = 0.1%) will come into effect in February 2020 due to PBT* (D4) and vPvB** (D5) properties. In addition, ECHA proposed a revision of the scope of this restriction including D6 and leave on cosmetics.

Silicone supply

Silicone supply is tight worldwide, which has led to price increases across the industry due to multi-faceted reasons. No relief is in sight in short term.
